I am, however, glad to be able to add that for 1872 there will be a surplus of $12 only, and for 1873 of $226, allowing any necessary increase in expenditure on Establishments.
6. I can assure Your Lordship that I am most anxious to prevent any unnecessary increase in expenditure on Establishments. In the case, however, of Mr. Scanlan, and his Successors, until the arrival of Dr. McCoy and Wharry, I have been obliged to allow the Naval and Military Surgeons employed to draw the full salary of the Office they filled.
The Estimates have been written fully in the event of Your Lordship still disapproving of what I have done, so that I may know how to act in the future.
